Recent Projects

  • Currently leading technology assessment aspect of U.S. Army project concerning requirements of leader-follower (platooning) automated vehicle technology and automated convoy operations, which will impact all Army ground vehicle operations.

  • Assessed policy risks and gaps relating to automated/connected vehicle (AV/CV) technology, including ownership and use of wireless data, wireless communications issues and the use of spectrum in the 5.9 GHz band, as co-author of January 2014 RAND report, Autonomous Vehicle Technology: A Guide for Policymakers, http://www.rand.org/pubs/research_reports/RR443-1.html.

  • Principal author, “Legal Accelerators and Brakes for Deployment of Automated Vehicles,” chapter of book, Road Vehicle Automation 2, Springer International Publishing, 2015, with co-authors Ellen Partridge (USDOT) and Frank Douma (University of Minnesota), which explores three AV deployment questions: 1) where are uniform laws needed; 2) what deployment will come first and will it be evolutionary or revolutionary; and 3) how should tests be devised for ratings or certification.

  • Currently leading development of legal and investigative resources for cyber prosecutors on the Law Enforcement Cyber Center website being developed by RAND and the International Association of Chiefs of Police, http://www.iacpcybercenter.org/topics/legal-issues/, sponsored by the Bureau of Justice Assistance, U.S. Department of Justice (DOJ), to assist state and local law enforcement with the investigation and prosecution of cyber crimes.

  • Conducted RAND research for the National Institute of Justice, the research arm of DOJ, on electronic surveillance, focusing on smartphones and mobile applications (“mobile apps”); research provides information to law enforcement and prosecutors concerning data sources for investigations and related data use and data privacy issues.

  • Conducted RAND research for DARPA, the research arm of the U.S. Department of Defense, concerning smartphone data collection, including a comprehensive review of Federal privacy –related statutes and regulations and an analysis of commercial smartphone privacy policies. Co-author of RAND report.
