Stanley Consulting, LLC, was established in 2011 and is located in Arlington, Virginia, minutes from downtown Washington, D.C. Karlyn Stanley, President of Stanley Consulting, LLC, is a lawyer and subject matter expert on legal and policy issues concerning automated and connected vehicles (AV/CVs). She is an adjunct Senior Researcher at RAND Corporation, an international research institution, and is the co-author of the RAND report, Autonomous Vehicle Technology: A Guide for Policymakers. Currently, she is leading the AV technology assessment aspect of a RAND U.S. Army project on automated convoy operations. She is the principal author of a November 2015 Texas Transportation Institute Policy Research Center report, Data Privacy Considerations for Automated and Connected Vehicles; that was sponsored by the Texas Legislature. She is also contributing to a RAND cyber law enforcement project for the U.S. Department of Justice. Recently, she conducted RAND research for DARPA concerning smartphone privacy issues, and is a co-author of the RAND report. Prior to establishing Stanley Consulting, LLC, she gained over 15 years of legal and policy experience with wireless communications issues and FCC regulatory advocacy as a law firm partner in Washington, D.C., and as a Senior Attorney at AT&T.
Ms. Stanley has been a speaker, organizer, and moderator at the annual Transportation Research Board (TRB)/ Association of Unmanned Vehicle Systems (AUVSI) Automated Vehicle Symposium, as well as a featured speaker at international AV/CV conferences, including the 2015 ITS World Congress in Bordeaux, France, the 2014 ICCVE Conference in Vienna, Austria, and the 2015 Transportation Futures conference in Toronto, Canada. She is also a Professor at the Pardee RAND Graduate School in Santa Monica, California.
